ERCOT Approved its Batch Zero framework in June 2026 — a new process grouping large load interconnection requests into a single study rather than reviewing them project by project. "Our existing process really was not designed for the volume of large load interconnection requests that we have been experiencing," said Jeff Billo, ERCOT's Vice President of Interconnection and Grid Analysis.

The TCEQ Permit Every Industrial Site Needs to Check

Beyond Houston's local rules, there's a statewide requirement that applies to every industrial facility and IOS site in Texas discharging stormwater. The TCEQ's Multi-Sector General Permit (MSGP) TXR050000 — which authorizes stormwater discharges from industrial activity — expires August 14, 2026 and is currently in the renewal process.

Any industrial facility or IOS site operating under this permit needs to verify that their current coverage and stormwater pollution prevention plan meets the updated 2026 requirements before the expiration date. Verify substation capacity at the specific location. Not the general area — the actual substation and distribution circuit serving the parcel. CenterPoint, Oncor, and AEP all have load capacity data available through their engineering teams. A pre-acquisition inquiry costs nothing and can surface a two-year energization delay before you're under contract.

Check ERCOT's interconnection queue for your service territory. If a large data center project is already queued on the same substation, your connection timeline is affected regardless of your facility's size. ERCOT's queue data is public.

Build energization timeline into your financial model. If power won't be available until 18 months after construction completion, your pro forma needs to reflect that carrying cost — not assume day-one operations.

Lock in MEP subcontractors early. The same electrical contractors building data center infrastructure are competing for capacity on every other industrial project in Texas. Early commitment isn't optional in 2026 — it's a schedule protection strategy.
